International Humanitarian Aid and the ‘Localisation’ Debate

Localisation is a global debate triggered since the World Humanitarian Summit held in Istanbul, in May 2016. HAI is closely associated in this global process, and keeps advocating for a meaningful implementation of the commitments made in the Grand Bargain and Charter for Change. In India, localisation has to be defined differently, as India is no longer dependent upon external aid. In this advocacy paper, published by Forum for Indian Development Cooperation, HAI explains the practices of nationally registered international NGOs, which is not very helpful in strengthening the local and national NGOs.
